On September 2nd, the sub-forum on Legal Talent Cultivation was held at Guizhou University as part of the larger China-ASEAN Xishan Forum. The forum was hosted by Guizhou University with the College of Law as the organizer, and co-sponsored by Guizhou Zhongfang Law Firm and ASEAN Research Institute of Guizhou University. Qi Si, Vice President of Guizhou University attended the forum. The attendees also included Xie Dewei, Deputy Director of the Political Department of the People's Procuratorate of Guizhou Province and Dean of the National Procurator's College, Guizhou Branch, Chen Maohua, Member of the Judicial Committee of the Guizhou Provincial Higher People's Court and Chief of the Second Civil Tribunal, Guest Professor from Okayama University, Japan, Advanced Science and Technology Research Center of Tokyo University, Zhang Hong (Oriental Scholar), Professor ofLaw School of Peking University, and Visiting Professor at the Law College of Guizhou University, Er Pek Hoon, Senior Lecturer of Universiti Tunku Abdul Rahman, Malaysia, Chen Shiju, Director of Guizhou Zhongfang Law Firm, as well as experts, scholars, and students from various enterprises and universities. The forum was chaired by Leng Chuanli, Dean of College of Law, Guizhou University.
In his speech, Qi Si pointed out that 2023 marks the 10th anniversary of General Secretary Xi Jinping's “Belt and Road” initiative and the 16th anniversary of the China-ASEAN Education Exchange Week. The China-ASEAN Xishan Forum, hosted by Guizhou University, has made contributions to promoting cross-national, cross-regional, cross-school, and cross-disciplinary exchange and cooperation between China and ASEAN. The successful hosting of this sub-forum will further promote the exchange and cooperation in legal talent training between China and ASEAN.
During the keynote speech, Xie Dewei elaborated on the theme of "Efforts to Cultivate Guizhou Prosecutorial Talents Who Serve Chinese Modernization in a New Era” from the four dimensions of “selection, training, management, and employment”. He emphasized the importance of talent cultivation as a foundational and strategic task for a modern prosecutorial team. He stressed that efforts should be focused on maintaining innovation and enhancing perfection to build a competent prosecutorial team that meets the requirements of the new era.
Chen Maohua delivered a thematic report on the current status of legal talent cultivation, its challenges and the mission and responsibility of legal education under new circumstances and backgrounds. He highlighted that an excellent legal talent should possess both professional knowledge and professional skills. He should also take actions to promote the whole society in upholding virtue and righteousness, and abiding by laws and regulations. In his opinion, the cultivation of legal talents must always balance both political and professional abilities.
Professor Zhang Hong delivered a report on “Legal Talent Cultivation in the Digital Age”. He pointed out that the digital age has brought new requirements for the development of international rule of law and the cultivation of excellent legal talents. Cultivating international legal talents plays a crucial role in promoting the rule of law.
Professors, Ph.D. candidates and master's candidates from universities at home and abroad gave thematic speeches and engaged in in-depth discussions.
During the forum, participants engaged in in-depth discussions on the theme of legal talent cultivation from multiple perspectives, dimensions, levels, and entities, further enhancing the consensus on legal talent cultivation.
